A builder's path

Born in Algiers in 1985, Lakhdar Marhoun Rougab was educated in London — a Bachelor of Engineering at King's College London and a Master of Finance at Imperial College London — before beginning his career at Société Générale Corporate & Investment Banking, where he worked as a financial engineer in equity derivatives from 2007 to 2010.

In 2010 he made a deliberate choice: to return to Algeria and build companies at home. What followed was fifteen years of entrepreneurship across communication consulting, media planning, market research, radio broadcasting and, most recently, agribusiness.

Alongside Toufik Lerari, he co-founded what became Algeria's leading communication and advisory group — first as Allégorie, today as Dusens Group — and the Fikra Conference, the first Algerian ideas platform of its kind, gathering political, economic, scientific and cultural voices since 2012.

He continued studying throughout: a dual MBA from Columbia Business School and London Business School (2021), a Master's in International Agribusiness Management (2024), and ongoing executive certificates in Artificial Intelligence at MIT and Blockchain at Wharton.

His family comes from Laghouat, at the gates of the Algerian Sahara — he still returns almost every month. Schooled in Algiers: Mohamed Keddour primary school, CEM Colonel Abbès, then Lycée Saïd Hamdine, passing his baccalauréat at seventeen.

Married, and the father of a daughter and a son — he is very close to both.

Jiu-jitsu

He trains weekly in jiu-jitsu, the Japanese martial art — a school of patience, leverage and humility.

VEON’s own investigation found no corruption — none.

VEON Ltd. — the international telecommunications group publicly listed on the NASDAQ stock exchange, and former majority owner of Djezzy (Orascom Telecom Algeria) — conducted a formal investigation in connection with the sale of its 51% interest in Djezzy to the Algerian National Investment Fund, examining precisely whether Allégorie/Fifty4, Djezzy’s marketing and media vendors, were involved in any corrupt activity. As a NASDAQ-listed company subject to SEC oversight and the U.S. Foreign Corrupt Practices Act (FCPA) — one of the strictest anti-corruption regimes in the world — VEON operated under the tightest investigative procedures and had every legal obligation to identify wrongdoing if any existed.

No charges. No convictions. No sanctions.

Lakhdar Marhoun Rougab has never been charged with, prosecuted for, or convicted of any offence, in Algeria or anywhere else. He appears on no international sanctions or watch list.

The 2020 “Expo Dubai contract” claim was officially denied — and its author convicted of defamation.

In January 2020, articles alleged that a company he co-owned had been awarded a non-competitive contract relating to Algeria's Expo 2020 Dubai participation. The Ministry of the Interior issued an official denial on 25 January 2020. The originating publication (Maghreb Confidentiel / Africa Intelligence, 23 January 2020) itself published the companies' formal denial — a droit de réponse dated 4 February 2020, printed within the same article — in which Allégorie Production, Lakhdar Marhoun Rougab and Toufik Lerari "totally and formally deny" the claim. On 22 March 2023, the Tribunal of Bir Mourad Raïs (Court of Algiers, Case No. 23/00628) convicted the author of a derivative article of defamation.

Courts have ruled the allegations defamatory — three separate convictions.

In three separate judgments in 2023, the Tribunal of Bir Mourad Raïs (Judicial Council of Algiers) convicted the authors of false allegations against him of defamation under Articles 296 and 298 of the Algerian Penal Code — Case No. 22/07130 (23 January 2023), Case No. 22/08398 (15 February 2023) and Case No. 23/00628 (22 March 2023). An independent career, independently funded.

His career was built from his own earnings — beginning in London investment banking in 2007 — and his companies' documented commercial activity. He holds no public office and has never been party to any public-corruption proceeding.

Was his company awarded a non-competitive Expo 2020 Dubai contract?

No. The January 2020 claim was officially denied by the Ministry of the Interior on 25 January 2020, and the originating publication itself printed the companies' formal denial (droit de réponse of 4 February 2020) within the same article. Is he the same person as Mohammed Rougab?

No. Mohammed Rougab, a former advisor and secretary to Algeria's former president, is his father. Lakhdar Marhoun Rougab built an independent career — London investment banking (2007–2010), then fifteen years of entrepreneurship in Algeria funded by his own documented earnings. He holds no public office and has never been party to any public-corruption proceeding.
