A builder's path

Born in Algiers in 1985, Lakhdar Marhoun Rougab was educated in London — a Bachelor of Engineering at King's College London and a Master of Finance at Imperial College London — before beginning his career at Société Générale Corporate & Investment Banking, where he worked as a financial engineer in equity derivatives from 2007 to 2010.

In 2010 he made a deliberate choice: to return to Algeria and build companies at home. What followed was fifteen years of entrepreneurship across communication consulting, media planning, market research, radio broadcasting and, most recently, agribusiness.

Alongside Toufik Lerari, he co-founded what became Algeria's leading communication and advisory group — first as Allégorie, today as Dusens Group — and the Fikra Conference, the first Algerian ideas platform of its kind, gathering political, economic, scientific and cultural voices since 2012.

He continued studying throughout: a dual MBA from Columbia Business School and London Business School (2021), a Master's in International Agribusiness Management (2024), and ongoing executive certificates in Artificial Intelligence at MIT and Blockchain at Wharton.

Lakhdar Marhoun Rougab has never been charged with, prosecuted for, or convicted of any offence, in Algeria or anywhere else. He appears on no international sanctions or watch list.

The 2020 “Expo Dubai contract” claim was officially denied — and its author convicted of defamation.

In January 2020, articles alleged that a company he co-owned had been awarded a non-competitive contract relating to Algeria's Expo 2020 Dubai participation. The Ministry of the Interior issued an official denial on 25 January 2020, and Algerian media reported the claim to be false — part of a deliberate disinformation campaign. On 22 March 2023, the Tribunal of Bir Mourad Raïs (Court of Algiers, Case No. 23/00628) convicted the article's author of defamation.

Courts have ruled the allegations defamatory — three separate convictions.

In three separate judgments in 2023, the Tribunal of Bir Mourad Raïs (Judicial Council of Algiers) convicted the authors of false allegations against him of defamation under Articles 296 and 298 of the Algerian Penal Code — Case No. 22/07130 (23 January 2023), Case No. 22/08398 (15 February 2023) and Case No. 23/00628 (22 March 2023).
